How could you get new shiny steel wheels to replace the old plastic ones any ideas ?

reet dave. 16" wheels off a tandem rickshaw with fixed bez in centre. I could fit a cowl to replace the outer bearing. did it a few year ago but had problems fitting the cover, but with Dan and his new toy could make me an outer boss to fit the wheel to take the cover.
